'Empire of Sin' Make It Count Expansion And Precinct Update Scheduled For Next Week - Screens & Trailer

Empire of Sin is a character-driven strategy game set in 1920s Chicago. Players build their own ruthless criminal empire as one of 14 distinct bosses vying to run the seedy underworld of organized crime in the city.

Empire of Sin, the strategy game from Romero Games and Paradox Interactive, puts you at the heart of the ruthless criminal underworld of 1920s Prohibition-era Chicago. It’s up to you to hustle, charm and intimidate your way to the top of the pile and do whatever it takes to stay there. This character-driven, noir-inspired game puts players smack-dab in the glitz and glamor of the roaring 20s, letting them thrive in the gritty underbelly of organized crime.

With randomly generated starting conditions, players will have to adapt to survive and do whatever it takes to outsmart, out-gun and outlast their opponents.


Announced earlier this year at PDXCON Remixed, Make It Count is Empire of Sin’s first premium expansion, which introduces boss Maxim Zelnick and his gangsters, the Fixers, numerous new missions, new ways to play and more.

Alongside Make it Count is the free Precinct Update, a massive free content and gameplay patch that overhauls Empire of Sin from top to bottom. With new empire management mechanics, win conditions, and a slew of game improvements, the Precinct Update lets you take on Chicago in a whole new way. 

“Since last year’s launch of Empire of Sin, we’ve all been exploring new ways to expand on the game’s strategic and narrative possibilities,” said Brenda Romero, Co-Founder of Romero Games. “We’ve spent the last year working on Empire of Sin to integrate the creative ideas of our incredibly active and supportive community, and the one-two punch of both Make It Count and the Precinct Update is going to let players see the game in brand-new ways.”

The first major expansion for Empire of Sin, Make it Count adds Maxim Zelnick, a new playable boss who is best known as the “Mob’s Fixer.” Zelnick brings new combat abilities, talents, and a string of ways to expand your empire. He arrives alongside the Fixer gangster profession, Loan Shark racket, additional missions, weapons, events, and much more!

Empire of Sin: Make It Count will launch alongside the free Precinct update on November 18, 2021 on PC (Steam / Microsoft Store / Paradox Plaza), PS4, Xbox One and Nintendo Switch for 14.99 USD / 14.99 EUR / 11.39 GBP

Key Features:

  • Maxim Zelnick: Zelnick is a boss who can cook the books just as well as he takes out the competition.
    • “Bolster the Ranks” ability allows Maxim to call in two reinforcements during combat.
    • The “Persuader” boss weapon, a submachine gun that spits bullets faster than Zelnick spits words!
  • Loan Shark: Money lending comes to Chicago, with unique events related to this “interesting” racket.
  • The Fixer: A gangster who specializes in making problems disappear. Fixers can bribe their way out of certain combat scenarios, but when things get ugly, their combat ability, Caltrops, are a fun way to disrupt enemy movement and better plan fights.
  • New Weapons: Get your hands on the MK VI Revolver, Coach Gun, STA 22, Lighting Carbine, RSC M17, plus New Legendary weapons - the Persuader and Golden Gewehr 98.
  • New Missions: 20 new missions, including Gangster personal missions and side missions, including 25 new events.
  • New Loan Shark building interior and Improvement Buildings

More on the Free Precinct Update: Free to all Empire of Sin players, the Precinct Update is all about giving players new ways to manage their criminal empires, play and win. Key Features include:

  • Precincts: Subdivisions of neighborhoods that are controlled both by players and other factions. Players must secure Supply Lines between connecting precincts to ensure supplies and payments are flowing smoothly.
  • Depots: Depots are well guarded and have reinforcements to offer longer, more tactical combats with a bigger risk...and bigger rewards. Each Depot is the central control center for a given precinct: claim the depot, claim the precinct! 
  • Paths To Victory & Win Condition: There’s more than one way to take over Chicago! 
    • The Buy Out is a diplomatic win condition that allows players to eliminate another faction by paying them off. The targeted faction must be under player protection for 3 months and players must be at peace with the targeted faction with a faction rating of at least +300.
    • Chi-Town Mogul - Claim victory by owning 40% of all rackets, with each of them upgraded to maximum level. Players still have the option to continue playing after seeing this victory screen!
  • Improved Police: Handle the cops by managing your Police Activity number, a precinct-wide value representing the amount of police presence on the streets. Police Activity levels are affected by numerous factors including bribery, the strength (or weakness) of diplomatic relations, and the vice investment level.
  • New Depot and Safehouse interiors, as well as Gun Store, Mob Lawyer, and Boxing Club Improvement Buildings

Make It Count will launch on PC, PS4, Xbox One and Nintendo Switch later this year alongside the Precinct update, which introduces a Precinct management layer across neighborhoods, adds a new win-mechanic, and introduces mod support with mods available to play at launch.

  • Build A Crime Empire: Raise your criminal empire from the ground up in several seedy enterprises (be it speakeasies, union skimming, or casinos) and building a team of loyal mobsters to make your mark on the streets. Once you make a name for yourself, expand your influence by taking over rival territory and adding more ventures to your repertoire.
  • Defend and Expand Territory: If it comes to blows (hypothetically, of course) and your posse needs to send a message, face off in brutal turn-based combat. Recruit your goons strategically to build a strong chemistry within your crew to maximize combat damage and help secure your hold on the city.
  • Explore a Living, Breathing City: Explore the streets of vibrant 1920s Chicago and interact with a full cast of living, breathing characters, each with lives of their own that inform how they react to what you do (or don’t do). Schmooze, coerce, seduce, threaten, or kill them to get your way.
  • Wield Your Influence:Make and break alliances, bribe cops, and trade on the black market to gain an edge and expand the influence of your crime family. Always keep your enemies close and ensure you have a mole on the inside and eyes everywhere.
  • Pursue Multiple Victory Strategies: Whether you make it to the top with violence, business smarts, or city-wide notoriety, there are a number of ways to become King or Queen of Chicago. With various starting conditions and constantly changing crew dynamics, no two playthroughs will ever be the same.
